In THAT case . . .
Black Stewart, HANDS DOWN.
It is a striking, common, and "universal" tartan. So, there would be NO issues for the band members wearing it otherwise.
Also, it will/should be continually easy to get and fairly easy to "trade-up" to nicer ones later (if desired) and STILL have a commonly stocked tartan, in ANY price or quality level.
Plus, it would be STRIKING for a band.

I have a Black Stewart Standard SWK and it looks great. I like the different colors in it. We all know that Stillwater is a reliable source of kilts. Rocky at USAK has both, also reliable. Frugal Corner has both, but reliability, I'm not so sure . . .still waiting for my order from them over 10 weeks ago.

If I could throw in my two-cents at this late date, I also have both: a tank in the Clergy from GT and am waiting on a Sportkilt in it for more casual wear. I also have the Black Stewart from Stillwater. I find the latter a much more visually appealing tartan and am impressed by the photos of the Washington band in it. So it has my vote for band wear! 
Btw, I wore the Sportkilt Hunting tartan (their own design) to our national meeting and introduced it as the "Franciscan" tartan, due to the hues.

Personally, I like them both. I tend to like the darker colors more, earth tones, black, dark greens, deep reds, which is the Black Stewart. Either would look good with black t-shirts or jackobite white or black with blackor white hose and some kewl biker boots. Nice thing with kilts is that wearing them is something relatively new for this side of the pond and the whole thing is wide open as far as style. You can do just about anything and look good.
