Something that i have just realised about the way he is wearing his hat, they are not round, and can only really be worn one way (fore and aft to use terms). that would explain why it sits so high on that chaps head(must be uncomfortable as well). if he turned it around it would sit better and the tally would be front on and then all he would need to do is re sew the chin stay, and he wouldnt look like a...well ill leave that bit out.

Navy blue or white (navy blue must be a costume colour or an american rig), commonly referred to as summer (and or tropical)(white) and winter (black - or blue for yanks)...

all those years of getting told how to wear the uniform correctly, and then seeing these kind of pics, nearly makes me eyes bleed.
Believe me, staples has been thought of. Not sure why we rejected it though...

As I understand it, the hats in your part of the world are oval - makes for a better fit. Here in NA, they're round. Not sure where that dancer is from, but somehow I was under the impression he's on the west coast of Canada. Victoria, BC is the west coast port of the Canadian Navy so maybe he picked his hat up at a surplus store.

Anyway, he is 'pretending' to be a sailor (and is not conforming to highland dance regs either ) so please forgive him for making your eyes bleed. ;) haha, that's going to be my new standard in checking out hornpipe costumes now!

Oh, may I assume that you are from New Zealand? If so, I have to say that the Academy dancers in NZ do this dance differently than their SOBHD counter-parts (which is most of the highland dance world). Totally awesome stuff.
