Re: "WHY" of modern kilts
In case it helps, here's a link to a very simple kilt making article:

...the original website seems to be gone but somebody archived it here.

Re: "WHY" of modern kilts
To the OP,
For 3 years my only kilt was a 6 yard philabeag from one of the forum sponsors. very simple design, no sewn down fell, no liner, pleated and sewn to a waistband. It is very comfortable and easy wearing. I bought it for Ren Faires but found myself wearing at other times as well. A great alternative to a modern contemporary kilt or a casual kilt.

Here is an article by our own Matt Newsome about a famous story involving an Englishman named Rawlinson and the move from great kilt to little kilt:

I love that article, and the way Matt has analyzed the story. I have also seen it stated on several sites that Rawlinson was a Quaker, and I keep meaning to look into whether that is correct. It's usually stated something like "a Quaker invented the kilt."
Thanks for reminding us of the article, CMcG.

To the OP:
Here is a link to a pic of me wearing a philabeag with a T-shirt and knee high mocs.
