Because this is the TN State Guard, not the TN National Guard. Many states have "local defense forces", for lack of a better term, that serve as an auxillary of sorts to the National Guard:

State Defense Forces do not leave the state and cannot be federalized for service by the national government like the National Guard. During the Civil War, for example, Missouri maintained an enrolled militia that was used only for home defense and did not leave the state.
The way I understand it, SDFs are similar to the Coast Guard Auxillary.

Alright, another Volunteer in the ranks. I'm planning on getting the mess jacket as the new dress uniform will be the Dress Blue and I want to be a step above. The mess dress can be worn by all ranks though in practice it is generally worn only by officers and Sr NCOs. Officers have their branch color on the collar while enlisted all have the navy blue trim.
I've been through AR 670-1 quite a bit looking for guidance in wearing the kilt with uniform items. There are limited allowances for wearing parts of the uniform with civilian clothes. I figure I can get away with wearing the mess jacket with the kilt to something like a Burn's Supper and that is about it. Learn to play the pipes and you could get permission from the Commander to wear the kilt with the uniform while doing the piping for a Dining In. Those are the only means I've found to wear the kilt with parts of the uniform and those are not really spelled out.

When I went through Navy Basic, we had to pay for all our uniforms -- they simply took it out of our pay, so most people never noticed. But Mr. Sims is going into the Guard, and perhaps they do things slightly differently there.

Very well put. However, They made it perfectly clear to us That while we are not Regular Army, WE ARE ARMY! As such we are subject to all rules and regulations of the U.S. Army. We are support for our troops, although we cannot be called up by the Army, We may volunteer for certain assignments. Still it is the Military, so now I can serve in whatever capacity that I may.

I never said you "weren't Army". Just trying to explain the difference between the state guard and the national guard.

I'm sorry, I didn't mean to imply that you were. The Major was trying to impress upon us that WE, {those of us gathered at the recruiting tent}, were joining the Army. I appreciate your link and info. It was spot on. Thanks Again!

During the second WW allied military personel had to pay for their kit if they lost them. This might explain why Naval Captain's chose to go down with their ship.
