Depends on the climate.
In my opinion hose up look best with brogue style shoes, while scrunched down hose look better with boots.
Though if you are going to wear flashes the hose should alway be up.
No reason why you can't have hose up with boots in colder weather, today I have been wearing hose up because the weather was cold, but I have also been wearing boots to give added grip for pushing a wheelchair. I did not have time to change my footwear before a business meeting later and nobody commented on the boots.

Those sure look like flashes on the sentry's hose..

I can't imagine a situation in which I would wear the hose--or other socks--scrunched down with a kilt. I guess it's a very modern look or something, but, like Jock, it just looks slouchy to me. Kind of like that "dusty" photo of the men slouching around; they were about half dressed and probably lounging.
Sitting around the camp fire or something, maybe, but not if I am up and around and being seen. But then I only wear ankle height boots, too. I may wear an extra pair of socks over the hose and folded down, but that's for foot protection, not style.
Look closely at my ankles in this photo:

Alternate info gathering
I know it's pretty late in the conversation, but I think this would be a great poll,
like the "Mixing leathers" xman set up.
Jus' sayin'...
And for my two cents, my hiking socks just clear the top of my jump and combat boots, not scrunched, but not really obvious.
I consider hose & flashes Dressy.

Personally I would never do anything else than hose up.
I can see that you have some military background as well "thescot". That might be a direct result to why you wear hose up; your outfit is supposed to be sharp. For me it is more like a uniform than some kind of fashion, so I do my kilt respect by wearing it traditionally. Just like my uniform.

No Flashes?

As a counterpoint, a major faux pas is to wear boots and flashes, and scrunch them down. I see this all-too-frequently at games, and it never ceases to amaze me.
Personally, I wear hose up, even with boots. To me, scrunched just looks ( and feels) sloppy. A question. How do you keep your hose up in a day of running around without flashes or garters? They also help retain the sgian.
