So Jerry has a new model... is it basically an Economy with velcro instead of straps?

I have two; velcro closures, no belt loops, otherwise similar. But nice & lightweight for summer days. I love 'em!

My dad just got one in the mail, and complains of the fabric not breathing very well. Also, because its a Rayon fabric (Or something similar, I don't remember exactly.) We aren't sure how to wash it. Any suggestions?

The material is Acrylic. By its 'nature' I do not believe that Acrylic is a better breathing material. This makes a negative in the summer, but could be a plus in the winter.
I do not have a Thrifty, but I do have an Economy kilt. As far as washing it just wash gentle, hang to dry, and then light iron. One thing that I would add for anything that has Velcro....put the Velcro together so that the 'hook' side of the Velcro is covered. Uncovered Velcro in the wash with snag, snag, snag which will damage the fabric and fill the hooks with fibers. As well and putting the Velcro together I would put it in a laundry bag to help prevent other items from looping through an possibly pulling the Velcro open.

Thrifty kilt
I too have just got a thrifty SWK kilt. It fits nice and looks good but here in Florida, when I went out for lunch yesterday in almost 90 degree weather, it was quite warm. I wear my DIY corduroy and am not at all as warm in similar circumstances. It may have been, however, that since I was wearing a semi dress shirt with the Thrifty and I usually only wear a sleeveless shirt with the corduroy, that I feel cooler with the corduroy.
