If it is what he says then I say go for it, also I would ask for photos of the pleats if they are as he says sewn correctly to the sett I would like to see detail shots of the buckles, and lining as well.

I asked the seller some questions about sizing and here are the measurements he posted, FWIW.
The total length from the waist to the hem (selvedge) is 23.5". From the center of the top buckle to the hem is 21". I gave my kilt maker a bunch of measurements. A critical one was from the center of my knee cap to navel. For me that is 21.5 inches, I think that is the "drop". I'll take as many measurement that you want just let me know. Here are some more: Rear fabric from waist to hem 23.5 ".......... Front waist to hem 23".............Waist to center of first buckle 2"..............center of buckle to center of next buckle 3.5"........................... Width of straps 1".............................. Depth of lining from waist to bottom 9".................Width of pleats 1"...............Depth of pleats 5"......................The pleats run all the way to waist and are sewn down to 8.5 inches. ................Apron width 22".

I saw that one and plan to bid. However, not as much as I might, because it's a bit shorter than I'd like It does seem to be a nice kilt though.

Alway a bit wary when sellers seem to not know too much about the kilt but know its weight. I'm not sure of my kilts' weight.

Sellers feedback looks good. I'd trust what he tells you about the kilt. If it were my size, I'd keep an eye on it.

For what it's worth, I also contacted the seller and got much the same info Turpin received. I also corresponded with him a bit (turns out his family is mainly Irish and has a lot of similarities to my wife's). Anyway, for myself I am confident that the seller would not intentionally deceive. However, it seems that this guy does not have extensive experience with traditional kilts, so he's mainly describing the one for sale relative to the new one he bought. That's sensible, but there might be some translation errors.
The main question for me is on the drop. He thinks it is 22"-23" drop, which would be OK for me, but from the dimensions he provides it might actually be as little as 21", which would be too short. What do you all think about the sizing?

Well, I ended up buying this one for $100. I think that's a good deal, and it'll be a fair price at any rate. I'll try to post some pixs after it arrives.

I agree, it looks good. Why would anyone sell his first kilt when he only has one other? sheeesh. Here we are buying multi-numbers of kilts, and that seller thinks he only needs one. lol His loss is apacks gain.
