that pattern seems to be for a more conical shaped beret. If you want a floppier looking tam or balmoral you can just do the pieces as complete circles, rather than cutting the wedge out and sewing it closed like that design does. I do mine with a complete circle, as seen on my head in the fish-eyed photo of me in the corner of this post.
If you google "homemade beret pattern" you'll probably find the same instructions I did. The hats are way easier than the kilts!

a better pic of my first one. I just added the rosette last night so I took this picture. My hat pin was really small so the rosette around it helped make the hat look more balanced.
Whole hat is based off the generic beret directions floating all over the web.
