Seems like you could bend a wire coat hanger into a pretty good "fringe twister".....? Maybe a wire coat hanger and a cloths pin would be all that one needed??
Try the little device that comes with Barbie Dolls or several other types of little girl's "Action Figures" for twisting the hair. Works pretty well-spring driven!
If I remember correctly there is a lollipop on a battery operated handle. The handle rotates the lollipop. Depending on how long the battery lasts the lollipop could be replaced by an alligator clip on a stick and you would have a battery operated fringe twister.
mmmm How about simply attaching an alligator clip to an appropriate shaft < say a burred up phillips head > for an electric screwdriver? On most you can control the speed with ease. I would imagine you could do them as fast as you could clip and unclip the alligator clip. If you try that let me know how it works.
