Yes, I've factored that into apron/pleat split to better fit my fellow. I think you have Barb T's book, right? And it is discussed in the section on determining splits.
I think it gains importance if you work with someone who has (what I've heard called) a significant "bay window" in front and/or a big "trunk" in rear. In some cases you could have waist and hip measurements equal or nearly equal -- but the person is certainly not a straight up-and-down tube of that diameter.
