It all depends on where in Chernobyl that fellow is. There are places relatively close to the reactor that are clean due to the prevailing winds at the time of the accident. Also, some of the radionuclides released have a relatively short half-life so the total activity continues to decline (although such thinks as uranium and plutonium are around for the long haul - U-235 @ 740 years, U-238 @ 4 billion, Pu-239 @ 24,000)
