I would be willing to bet that $175.00 that the pipes in question are a rosewood set of dubious origin that would be a simple waste of money to anyone who had serious designs on playing the bagpipes. I would urge any potential buyer to exercise extreme caution and get an opinion from someone who knows something about bagpipes.
Bagpipes, like many things on this site, are a case of getting what one pays for. And if you buy a cheap set, the great likelihood is that you're just flushing your money down the toilet and will have to buy a new set in short order. For comparison, Dunbar's cheapest set of Delrin (plastic) pipes retails for about $650 US. Somewhere in that vicinity is the absolute least you could expect to pay for a new set.
Unless you plan to nail them over the fireplace. Then, knock yourself out.
