I'll defer to the judges, but I think he's wearing it right...
The Military Institute of South Carolina (A/K/A The Citadel) Pipe and Drum band are hoping to attend the Royal Edinburgh Military Tattoo this year. In order to drum up some interest (pun fully intended), the Citadel's mascot -a bulldog named General- got himself kitted out.
Professional pictures/media coverage will be forthcoming. This was just an off-the-cuff snap before the photo shoot.

I am an alumnus of The Citadel, Class of 1987. A great deal of silliness has afflicted my alma mater since I graduated. This is the most recent example.
Also, not to be too pedantic, but I must point out that the correct name of the institution in question is The Citadel, The Military College of South Carolina. Oft confused with a smaller, inferior "institute" located somewhat to the north.

Maybe the ticket is to restrict this kind of thing to a nice dog vest of tartan rather than a doggie Glengarry and Argyll jacket…sometimes too much is too much…
