It might have started life as a Cameron Highlanders sporran but it ended up being a strange mash-up.
A Black Watch badge rather than the Cameron badge, and what look to be four tassels from an Argyll & Sutherland Highlanders sporran (missing their cones) replacing the original tassels.
Now for sure there were a large number of TA and Volunteer battalions with all sorts of odd uniforms and regalia, but if this is one of those it's new to me.

I don't think the 79th New York ever wore anything remotely like that cantle.
In this post-war photo you can see the pre-war 1858-1861 sporran on the far right; the others are wearing the post-war sporran. All of the cantles are plain black leather without tooling.
