Yes it is he. One of the Jack the Ripper theories includes him as a suspect. 
The caption is incorrect in saying "King George V" as in 1891 he was the second son of the Prince of Wales and had little prospect of coming to the throne, his title at the time being HRH Prince George of Wales. Only Eddy's death the following year changed his position. He did not become King until 19 years after the photograph.
