Thats Don Mckee, City of Denver Pipe band. That photo is a few years old. His beard is a bit more white now.
Don was designated Official Sculptor for Dewar's Scotch Whisky in 1987. In 1995, McKee was commissioned to produce the first piece of official British State Insignia ever made outside the UK, a Collar of Office for Scotland's The Lord Lyon, King of Arms. Presented in 1998 and worth $80,000, the solid gold and enameled piece weighs 2.5 punds and stretches 6 feet in length.

I knew I recognized him. I thought that my mind was playing tricks on me.

I dunno fellers..... I've seen Don McKee perform and I don't think this is him. I might be wrong though, so I took the liberty of e-mailing Don and asking if he would check out the picture and tell us if it's him for sure

I got a reply from Don McKee today this is what he said:

    Peter,

No 'tis not I. I think it is not an entirely bad interpretation of a Scottish officer's uniform. That said I don't think that he wears it very well. It seems sort of re-enactor...ish.

It is definately not a bandsman uniform. Incidentally not all bandsmen wear spats in Number One Dress. One of the regimental bands visited Denver some years back and neither the Pipe Major nor the Drum Major wore spats. When I asked they explained that because they were often called to be in the officer's mess and spats are inappropriate there they simply didn't wear them.

Here's a picture of Drum Major Don McKee with the City of Denver Pipe Band. In Estes Park Colorado I believe this was in 1993.

I think he's depicting an officer of the old 92nd Regiment (Gordon Highlanders) from the early 1800's. Here is a picture of what they looked like.
As you can see they had a white hackle in their bonnets, whereas the Black Watch had a red one, and if you look closely at his kilt you can just detect a light (yellow?)stripe.
The Kilt is my delight !
