You're right about that.
I must have cut part of the text out by accident, though. The picture was taken on 1st January 1891.

Randomly stumble across a picture of a fellow X-Marker misused dreadfully on a Stranger's Blog. (Yes, it's you Mr. Andrew Breecher.)
(Please, don't bombard the poor person with mean comments. Each to their own, after all.)
And the fellow picked such a modest picture as well!
Here are some other DONT'S I gleaned fro his page:
DON'T call it a skirt....come now, a joke? If that's all you can come up with, then please don't attempt humor.
DON'T assume you'll be cold...seriously he's just perpetuating one of those myths
DON'T get a "running kilt"...I'm sorry, I couldn't tell those apart from mini-skirts. That's fine if you wanna wear it, but don't call it a kilt.
That said, at least the writer googled around a bit to see how popular kilted hiking was. It's the start of learning more about a fine garment.

Perhaps he will keep reading about it and encountering it until one day when he decides to try it and see what the hype is all about.

Yes it is he. One of the Jack the Ripper theories includes him as a suspect. 
The caption is incorrect in saying "King George V" as in 1891 he was the second son of the Prince of Wales and had little prospect of coming to the throne, his title at the time being HRH Prince George of Wales. Only Eddy's death the following year changed his position. He did not become King until 19 years after the photograph.

I was wondering if anyone would pick up on Albert V and Jack the Ripper, although he's been ruled out as a suspect, as he was in Scotland for two of the murders.

I had thought it sounded familiar, but I was going to look it up today before I made comment.

The Duke of Clarence was a suspect in a book by Stephen Knight called "Jack the Ripper: the final solution" being a bit of a Ripperologist myself I can confirn it should be filed uner "fiction"
