    Sorry, I don’t see a problem.

    Folks frequently picnic at Valley Forge.

    It was the site of a very difficult winter encampment of the Continental Army.
    It is now a park.

    Ditto Brandywine and Germantown.

    Ditto Gettysburg.

    Although I grant that folks do not picnic in the cemeteries.

    They used to. It was not uncommon in the American South, especially, for families to picnic in cemeteries beside the graves of relatives.

    Read the article I posted from the NPS Ranger. While I'm not opposed to people enjoying themselves, all of the battlefields and historic sites you mentioned are those first, and parks second. Recreational activities should come second to the memorial aspects of the sites.
