It does looks like a London Scottish kilt. However, the blue fringe on the apron edge would be on the wearer's right. I wonder if the artist reversed it just to show off that feature. Hmmmm?

It could be of course that the artist drew the picture unaware of the "fringe side" of a kilt, and in the printing it was reversed - the usual with almost all forms of printing, and simply no one really noticed the error

Indeed. I had also considered that the artist knew the difference, but because of the pose of the subject he reveresed the fringe so it would show (as Matt mentioned) 
Alas, I'm sure we will never know, & it doesn't take away (IMO) from a cool print.

If that particular statue could be identified, one could check whether it, too, was reversed. I looked for a bit before I gave up.

Looking at the official site for the palace, there is a photograph of a statue which is very similar to the one depicted on the postcard. It's laid out just like this one, i.e., the head is to the left.

Great print! The sailor, and the soldier in the left background, are Americans, but what is the sergeant in the blue on the right? Canadian, maybe?

Rank chevrons are upside down... it's not Canadian.
