It depends what your goal is. For company black tie functions, I wear a kilt with an argyll and appropriate accoutrements.
This year, (after doing Groundskeeper Willy last year), the company softball team suggested I go as Rowdy Roddy Piper. I'll be donning a Hot Rod tee, some work boots, and a kilt.
Both situations entail wearing one, but in completely different ways. Many here will argue that wearing one is no different than wearing pants, and that it can apply to a variety of situations depending on both how you accessorize, and how you carry yourself.

I don't know about you, but I'm going to be Ash from "Evil Dead" on Halloween. I'm not wearing the kilt on purpose.

Good Ash, or bad Ash?
Are you going to attach a chainsaw to your arm?
I have worn a kilt on Halloween while the kid's went trick or treating, but I was wearing it all day anyway (it's my wife's birthday). I wouldn't wear it as a costume. It just seems like too much like a cop out and too safe. I understand that many are nervous the first time or two their wear their kilt out in public, but there is nothing to fear. Don't wait for Halloween or Burns night so that you have a safe explanation for the kilt.
If you're going to wear a kilt...wear a kilt.

Evil Dead II. Although The Evil Dead is my favorite movie of all time, I'm doing the chainsaw-hand thing because it's more recognizable than a guy with a bloody, torn-up shirt.
