Pleated to nothing by the looks of it. From what I understand civilian kilts were made that way for a time. The Scottish Tartans Museum has one on display that is pleated to nothing.
I think that Sport Kilt does that as well. They call it pleating to the gather.
The end result doesn't look all that bad to me. With all of the red overcheck it tends to blur the fact that it isn't pleated to anything.
